I'm sorry I don't understand. Does that mean that Swish-e can not work with a url that is dev.something or is there another issue?

There's your problem:
$ HEAD http://dev.site.com/index.hmtl
500 Can't connect to dev.site.com:80 (Bad hostname 'dev.site.com')
