why there is no '../date/cache' and '../date/file-data' folder by
default?

and add 'AppServer.bat' to 'webware' folder from 'Webware distribute'
for windows-compatible?

and about utf-8,
if to switch admin web page to 'utf-8' encoding, then all not-latin
text (title, body) are normally added.
But text in blogs are viewed in utf-8: 'при...'
In this case file size (generated html) are in 2-3 time bigger, that
in natural encoding (windows-1251 for russian).
Suggestion #4
I have added <xsl:output> directive in layout.xsl:
<xsl:output method="html" encoding="windows-1251"/>
and all becomes normal! (may be create parameter in config.xml for
this encoding?) and this directive?
I.e. output html pages are in windows-1251 encoding.
Problem #1
But there is next problem:

title have not good view in link.
