Those are supposed to be created when the system starts for the first  
time. Does that not happen?

One thing to be aware of, in 0.7 I changed the output method to XML  
which means pages should be UTF-8.

Hmm, yeah there's definitely some work needed on that. Do you have a  
suggestion on how to address it?

On the general 118n issue, I'm thinking maybe 0.9 will be the target  
for having it worked out.
