I have changed -07 into +01 which is the right thing to do to get a
correct ISO8601 date in winter in Paris but the XSLT format gives me a
time which is 1 hour in advance to what it should so I suspect another
tricky problem here!

Yes, EXSLT seems to miss a feature here...

IMO, the proper thing to do would be to define the preferred timezone in
the config file (and eventually use the machine's one if not defined).
It could also be nice to be able to override this in the query string so
that I could see your blog in my timezone... 

What about writing an libxslt extension in Python as you've described in
your blog?
