[tclwebtest] Can't use do_request with a dotted decimal URL

I'm evaluating tclwebtest and can call do_request with a "<file://....>;
URL, or a domain name URL (e.g., "<http://www.google.com>;), but if I
specify a URL using dotted decimal notation (e.g., "<http://216.239.39.99>;)
the do_request call doesn't return a token (there's no error message
displayed).
