Someone ( ;-)) added a proc called post_process_url that is the
culprit:

tils@goem:~/tclwebtest$ tclsh
tclsh8.4 [~/tclwebtest]package require tclwebtest
1.0
tclsh8.4 [~/tclwebtest]::tclwebtest::post_process_url "http://validator.w3.org/check?uri=http://alleg.sourceforge.net/index.es.html"
http://validator.w3.org/check?uri=http:/alleg.sourceforge.net/index.es.html

Maybe that someone could fix it so that it doesn't mangle query content?
