I think this is one of the best views I've seen to date. IMO if we
combine the view Joshua has below (autonomous/semi-autonomous updating
of the enabling technology) with one of "when that technology fails or
is lacking, provide the user with an alternative via education that is
not disruptive to the user" we'd have the best of both worlds.

Ultimately, when browsers get to the point that modern day operating
systems are (e.g. OS X notifying that updates are available for
download, auto installation of updates based on users' preferences),
then we'll have a true win for users. And there's no reason for
browsers to not be able to do this. Just saying they can't, or that
it's a pipe-dream isn't good enough. Don't give me excuses, give me
solutions.

Until that day comes, however, enabling the user through education
(assuming it's done in a user-friendly manner) is the best and viable
alternative.
