Exactly. The former includes a great deal of user / task analysis and
takes a great deal more skill than interviewing. In Ethnographic
research you're doing a great deal more observation and less
"interviewing."

Additionally, it's important to note that proper interviews don't
necessarily have a "list of questions" so much as there should be a
list of objectives you're hoping to accomplish during the interview
process. This is one of the downfalls of surveys - you already know the
questions and list of responses going in - that's much more limiting
than interviews. And interviews are much more limiting than
Ethnographic research.
