In this particular case I meant the actual process of doing UI design/development. Many (most?) developers are given a set of features to implement (a user story in a process like XP) and off they go to implement it, UI and all. This is probably how 90% of products get their user interfaces, but it seems to me to be the area that is least well addressed if you look at HCI/UCD training overall. You're not going to find many actual software developers at CHI and UPA conferences, while at the same time UI design is not considered to be part of "hard-core" software engineering.
