Fraser's response was good.  I would be looking at some other aspects such as
quality of data which becomes an issue further down the line in MIS where
GIGO cuts in.

Ease of input may allow errors to be sown into the data so I recommend
strong, and maybe tedious, filters on data entry with selection from drop
down choices which can save data entry time for such matters as customer
details (name, address, postcode) and avoid duplicates.

I believe the metric must include total cost of ownership, looking beyond the
immediacy of the front end.
