The standard way of cross-compiling for packages with a 'configure' script is:

../configure --host=mipsel-linux
make

Or, if you want to install it:

../configure --host=mipsel-linux --prefix=/my/mips/target/directory
make
make install

For information about what the options mean, try ./configure --help
