question on cross-compiling w3c-libwww-5.2.8

Hi,
I have been having problems cross-compiling w3c-libwww-5.2.8. When
i run ./configure --host=arm-linux it resulted to this error:
"checking size of char... configure: error: can not run test program
while cross compiling"
Why is this so?did i forget to specify something when i run the ./configure?
