Sorry, perhaps I wasn't clear enough.  I meant free as in freedom, not as in
cost.  Something which you may download, audit, tweak, fix, redistribute,

Actually, looking further down that list, there's actually a partial
implementation of the WCAG for Schematron that I'd not noticed before (odd,
as I'd looked at the page a few times) that is free software.  My first
instinct is that it's not actually sufficiently flexible to implement much
more of WCAG, but maybe someone here has more experience with it?
