Playing devil's advocate for a moment, technically aren't people viewing Web
pages on a PDA or phone also using a browser? Just not one written for a
desktop computer. More importantly, will anyone understand WTF we're talking
about if we use 'user agent'?

Just my .02. In the end, I'd be happy with either, really.
