[MACCAWS] Procedures

Hi all. Sorry if this has been mentioned under another subject. I did 
a search of "procedures" and saw it hadn't been mentioned yet but I'm 
sure it will, heh, as per this note.
I was wondering if there could be a compilation of policies and 
procedures for validation/accessibility posted in a separate section? 
I'm sure all of you have dealt with this, as I have, and I think it 
would be advantageous for all of us to see how we deal with this. 
A couple of things that can be discussed (and I know they are big 
subjects):

1. Procedures ( step 1, step 2, etc )for developing a valid and 
accessible site from scratch. 
Software, forums, other help etc...
2. Edit an existing site to comply with the standards (html and 
accessibility). How often do we get an old site that needs a lot of 
work? What are the steps you go through to get it compliant? What 
software and procedures do you use to get the results required? 

Perhaps this is to be dealt with at a later date?
