"The average person using technology often faces an
unfamiliar vocabulary of acronyms and abstract
high-tech terms that he or she doesn't understand.
When purchasing, setting up and even using
technology devices, this lack of understanding
only serves to confuse, paralyze and frustrate.
Even worse, as technology continues to innovate,
the technology vocabulary constantly increases."

The article is by no means definitive, nor does in necessarily support any
'side' in any of the language questions raised here (narrow vs. broad
definition of 'code', 'browser' vs. 'user agent' vs. 'client'), but it does
provide the perspective of a person whose job is to relate to consumers.
Just food for thought.
