My intuition says that Zeldman is paving the way for his new book on
commercial adoption of web standards by trying to soften the stance and
make transitional standards as acceptable as strict.

Not sure that I agree with it, but I can sure see why it would help us
all to hang on to tables for layout purposes for a bit longer.

I'm seeing an art analogy here, suppose "they" said that artists could
no longer use oil paints and all art would be henceforth created using
only watercolours as a standard.

There would be uproar, followed by slow acceptance and mutterings of if
only we still had oil paint" and then there would be some bright artists
that managed to achieve an oil like effect with watercolours.........

I'd say Zeldman's coming from the "tableless layout is really hard"
school, rather than the "look what we can do without tables" school.

Sure, keeping your existing designs without tables is really tough, and
recreating them with standards compliant code even harder, but who says
you have to keep your existing design?

Isn't this an opportunity to look at design afresh?
