Rather than using up the W3C's resources and bandwidth, it might
better and faster to install either it[1] or the htmlhelp.com
validator[2] locally.

I'd suggest that such a system should be clever, for instance flagging
sites as temporary invalid and removing them if not fixed within a
certain amount of time.

You could even get into sending e-mails to the site's owner when it
becomes invalid, and competitions like "whose site can remain
validating the longest" :)
