[webmin-l] Virtualmin plugin development API updated

Hi Webmin developers,

There was some discussion on the lists recently about Virtualmin plugin development
and the lack of example code, so I have completely re-written the documentation to
include some. It is more much more up-to-date, and covers the complete plugin API.
