Whenever I add a custom module I don't use the built-in functionality of 
webmin to add it.  I do it within the file system itself and edit the 
proper files.  After you've created your new BLAH module with its own 
directory in /usr/libexec/webmin/BLAH, you'll also need to add BLAH to 
the root user access in /etc/webmin/webmin.acl by adding BLAH to the 
line for "root: ".  If you'd rather do this from within webmin, you'll 
need to use the webmin configuration's "Reassign Modules" function to 
put your module into a category.
