[webmin-l] Webmin problem in user and group creation, edit, and delete

Hello all,
           In webmin I need to create user and group, but when I go to
'Webmin->webmin users' and try to create new user it is not getting
created, and also neither new user, nor the group is being created and also
I can't edit existed users, what might be the problem.
And previously  I used create user manually by updating 'miniserv.users'
config file and run script 'changepass.pl' script to set the password, Is
this reason for my above problem give me a solution
