Is there any process running with that PID? If not, the cause may be that
Virtualmin locked /etc/passwd but didn't clean up the lock file properly.

For Virtualmin itself this is pretty harmless because it just ignores lock
files with invalid PIDs. But it seems like the pwconv command complains more :-)
