It may require a total rework, but the reason is tangential to Webmin.
Webmin is not a system configuration manager, like Zentyal, it's a web
interface to edit existing configuration of different services where they are
located.
In short, your question is not related to Webmin per se, but about portability
of your existing services' configuration to new distribution.
