This time when I was notified of the WINE update I ran sudo apt update
and sudo apt dist-upgrade and it worked correctly

The following packages will be upgraded:
  wine-devel wine-devel-amd64 wine-devel-i386:i386 winehq-devel
4 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
Need to get 46.9 MB of archives.
After this operation, 39.9 kB of additional disk space will be used.
Do you want to continue? [Y/n]

Next WINE update I'll do it from within Webmin. Other updates have
installed as they should.
