ok, I tried this and it didn't work.

root@server:~# ls -R  /etc/skel

/etc/skel:
public_html

/etc/skel/public_html:
index.php
root@server:~# ls -R /home/domain/domains/test123.domain.com//public_html/
/home/domain/domains/test123.domain.com//public_html/:
