The distribution is in the subject, Ubuntu 16.04.LTS

The underlying firewall service is ... IPTABLES ... and typically, 
Webmin needs to do a iptables-restore ...

This is a setting in Webmin (activate at boot time). When this problem 
occurs, that setting is switched back to "No" in the Webmin interface.
