Yes, you can remove that Perl module. Regarding the slow load time, make sure that you have background status collection enabled in Webmin (it's on by default). It can be configured at Webmin -> Webmin Configuration -> Background Status Collection.

Hi Fred,  The 1.951 release should fix that JSON::PP issue. The slowness is news to me though - does this happen every time you login?
