Thanks, that didn't work for me either until I commented out the ssl=1 line in /etc/webmin/miniserv.conf as Jamie suggested in a later email.

Since I didn’t see you getting anywhere, and it’s pretty dead at work today, I just did a fresh install on CentOS 8 Stream.  It doesn’t start at first, but you can start it from /etc/init.d/webmin after.  Only problem I saw was even minimal install starts firewalld which blocks port 10000 from outside.
