try 'netstat -ntl' instead. If wotaskd is running this command should 
give you a line like that:

   tcp     0     0 0.0.0.0:1085          0.0.0.0:*             LISTEN

Yes, of course - just start wotaskd with the appropriate script, eg by 
running "/etc/init.d/WOServices start"

Did you do that chkconfig stuff I posted? In which runlevel is your 
machine? Do you have a startlink in the corresponding rc-directory? For 
example (ls output snipped):

# runlevel
N 3
# ls -l /etc/rc3.d/*WOServices
lrwxrwxrwx  [...]  /etc/rc3.d/S95WOServices -> ../init.d/WOServices
