OSX server 10.3.7 upgrade - Please Help!

Has anyone experienced a problem with apache failing to respond after 
upgrading to 10.3.7?  I can't be sure about this, but wondering if 
anyone else can provide some input here, maybe my httpd.conf file was 
clobbered, but I can't remember if I had any custom settings there.  In 
general, since the upgrade, apache does not respond when I enter 
http://localhost in the browser, which is the underlying symptom that 
something is wrong.  The Server Admin tool shows the web service 
running, ps -aux|grep httpd shows 3 instances running, one root & 2 
www, apachectl configtest responds with Syntax Ok, there's nothing 
suspicious in the logs, so I am lost.

Could someone please offer suggestions to what may be causing this.
