10.3 server / not reading apache.conf file

Hello all! I just wanted to check with everyone that has set up a 10.3 
WO server to see if anyone else had any issues with the apache adapter 
not reading the apach.conf file for it's configurations?  I was going 
to turn on the WOAdaptorInfo page and set up a few other things there, 
but the file does not seem to be read at all. I have bounced apache via 
command line, through the admin, and just restarted the entire server 
just to see if it would start reading it. Local apps work great through 
the adapter so I know that much is working. :-)
