But we did that when compiling the WebObjects Apache Adaptor as a Dynamic
Shared Object (DSO), that is we increased the number of applications
(WA_MAX_APP_COUNT) to 64 and the number of instances per application
(WA_MAX_APP_INSTANCE_COUNT) to 32. And today we're still far from these
limits on the servers affected.

I seem to remember that the Apache module had a hard coded limit to
the number of applications it could handle.

Back off the number to below say 10 application and see if you get
the same issue.  If you don't then you will have to complie the
Apache mod yourself upping the number of apps.
