The "Average Transaction Time" is only part of the time the user will 
wait.  It only covers the time WebObjects spends calculating the page.  
You have to add to that the time it takes to transmit the page through 
the internet and the time it takes for the browser to render the page 
on the screen.  I have spent a lot of time getting the transaction time 
down from 12 seconds to under 4, only to have this gain pass unnoticed 
because the send-and-draw stage can add another 30 seconds on a really 
complex page (in this case a complex chart that fills a 23" monitor)
