Windows equivalent of this deployment problem?

I found this in the JavaMonitor Help section:

It is what I am seeing in my deployment, but the problem is I am 
deploying on Windows (split install) and I am no Windows expert.

Can anyone with Windows knowledge / WO Deployment on Windows expericne 
suggest what the equivalent cause on Windows would be?

The local system admins have been having some problems with local 
access to the Internet and may have changed some DNS stuff on the 
Windows machines.
