I finally solve this using a  WOResourceURL :

image : WOResourceURL {
 mimeType = "image/jpeg";
 data = imageBackground;
}

<TABLE BORDER=1 background="<WEBOBJECT NAME=image></WEBOBJECT>" >

            <WEBOBJECT NAME=String1></WEBOBJECT>
