I will, for instance, continue to use it on Tiger-based systems, but I am not willing to try to use it on Leopard. It will not be installed as part of the dev tools. This means that if you want to install it on a Leopard system, you will have to install the app and all the frameworks it needs. There is no documentation on which these are. You would have to copy over frameworks yourself. There will probably also be issues with launching and opening documents. Also, some of the frameworks may not load. Even if you do get the apps to launch, expect them to be less and less usable as time goes on. Let us just say, the suckage will probably increase non-deterministically and monotonically. There are a bunch of re asons why WOB is al least somewhat broken and will become more so, but the easiest to understand is probably that fixes were made in the OS for 64-bit clean-ness. The engineers who did this had to keep a lot of balls in the air to make it work. Parts of the system were touched that had not been touched in a long time. Keeping WebObjects legacy tools working was very, very far down the list of things to do. I once mentioned the concern to one of the engineers. I asked if he knew how badly broken the tools would be.
