unresponsive wotaskd

Hello!  I recently started with WebObjects and have had quite some  
good results developing a small application (thanks especially to the  
screencasts of David Leber).  I'm at the point where I want to think  
about deployment and thought I'd start by getting the development  
working through Apache rather than Direct Connect.

I'm doing this on Leopard.

I followed the instructions at http://wiki.objectstyle.org/confluence/display/WO/Development+Tools-Running+Through+Apache 
  and when I try to run my application from Eclipse my browser goes to
http://localhost/cgi-bin/WebObjects/woPrefixAdmin.woa/-5100
and I see
The requested application was not found on this server.

Next I find out that if I go to
http://localhost:1085
or
http://localhost:1085/cgi-bin/WebObjects/wotaskd.woa/wa/woconfig
I get a connection, but a completely blank page.
If I go to the Monitor at http://localhost:56789, the Hosts tab is  
empty, and if I try to add localhost I get "Failed to contact  
localhost-1085".

Can anyone advise me about this?

One oddity is that my system already had files /Library/LaunchDaemons/ 
com.apple.wotaskd.plist and /Library/LaunchDaemons/ 
com.apple.womonitor.plist.  I don't know when they got created.  The  
instructions at wiki.objectstyle.org seem to expect me to have to  
create them.  They had "dubious permissions" but I did a chmod 755 and  
they run fine:
