opportunity for WO developer in Toronto

I am looking for a developer to work on contract to internationalize/localize a WO-based financial application for use in China. The work will be done in Toronto, though there is some possibility of working remotely after the initial stage of the project. The app is in Java on WO 4.5.1, ancient as that version is. Ideally I would like someone fluent in Mandarin and experienced in localization issues under 4.5.1.
