I would suggest that you a) get a free developer copy of WO from
Apple's ADC site (you register as a free member and they have a copy
you can download and use with an authorization code, but the code
times out every few months - http://developer.apple.com/membership/).
B) As this copy is for Mac only, get a Mac Mini and learn WO on there.
C) Get Joshua Marker's book on WO

If you are a student or work in education, you could buy a copy of WO
from the Apple site and get a significant discount (it will cost
something like US$100). When you buy the full (educational) version
this way, you get a version of WO that can develop and deploy on
Windows 2000. But you could also get some discount on the Mac Mini.
WO does work on Windows, but the IDE is somewhat different, and
Marker's book covers OS X.
