[bug #64808] When I use wget to download some files from a web server, files with russian names do not get proper names

Windows character encodings may be special.
Is this issue reproducible on e.g. GNU/Linux?
I am willing to test it on GNU/Linux, but I need a full command line example
from you.

Out of curiosity, can you test wget2.exe from
https://gitlab.com/gnuwget/wget2/-/releases (there is also a .sig file / PGP
signature in case you want to verify the origin).
