First crack at NTLM authorization

This is the first attempt at providing NTLM authorization, based on
the code donated by Daniel Stenberg written for curl.

This is highly untested and might need to be removed for the 1.10
release (very easy to do).  The only "testing" I've done is getting it
to compile and giving it NTLM-like headers to verify that the
functions are being called.  More than that will need to be done by
someone with access to a server that requires NTLM.

	(create_authorization_line): Call ntlm_input and ntlm_output.

	* http-ntlm.c: New file, donated by Daniel Stenberg and originally
	written for curl, heavily modified for Wget.

	* utils.c (base64_encode): Relocated from http.c, since it is now
	used by http-ntlm.c, and will possibly be used elsewhere.
	(base64_decode): New function, originally based on code from GNU
	recode.
