Remove MACHINES

The MACHINES file is extremely outdated and ultimately useless.  It
doesn't and can't list architectures Wget is compilable on, because
(in theory) any change to the source can render the list obsolete.
It's not even particularly useful as a historical document because it
doesn't mention the Wget *version* that was compiled on a particular
architecture.

If someone can think of a valid use for MACHINES, it's easy enough to
restore.
