Will FTP mirroring be fixed, ever?

For years now this problem (and patches to fix it!) has existed:

wget will not retrieve dotfiles (.htaccess) even when using FTP mirroring.

Doing a search on this list, on the web, shows many people bit by this, and 
some patch submissions, for example, right in this list, three years ago:

But atleast the wget from Fedora (GNU Wget 1.9+cvs-stable (Red Hat 
modified)) does not have this fix.

Anyone know why this is not fixed, or how to make this fix happen if it just 
a matter of some procedure?
