You did download a version of wget which did not include the correct ssl
libraries (most probably a development snapshot or release candidate).

If that was one of my builds go to http://xoomer.virgilio.it/hherold/ and
get the topmost ssl libraries and wget binary (the first two lines on the
dowload table), overwrite your old ssl libraries (most likely in c:\windows)
IF NOTHING ELSE IS USING THEM.

My builds have ssl libraries oncluded in the archive only in the 
"If you don't know which version to get: GET THIS ONE: 1.9.1 complete"
releases, not in the snapshot archives I don't know about some other builds
floating around.
