Experimental GnuTLS support

This patch adds support for the GnuTLS library.  It is used only when
--with-ssl=gnutls is specified to configure.

Certificate authentication doesn't really work yet, nor do any of the
fancy SSL options we have for OpenSSL.  But the basics are there --
try, for example, wget --no-check-cert <some-https-url>.
