DMC support and Windows config.h integration, part 1

This patch integrates the Windows config.h files into a single
config.h that reflects the features of the Win32 compilation
environment.  The compiler-specific stuff is moved into
config-compiler.h and out of config.h and mswindows.h.

Along with the proposed Makefile integration, this might allow easier
support for new Windows compiler, such as OpenWatcom.
