I have the following scheme running on my sites:

1) IP's listed in the file "whitelist" can edit without restrictions

2) IP's listed in the file "blacklist" can not edit at all

3) Everyone in between can post maximum one (number can be set in config 
file) new link per edit, otherwise the edit is not accepted.

It's much better than unrestricted edit, but now there's been a problem 
with bot's simply posting "Hello!". Guess I could only allow IP's that 
are neither whitelisted nor blacklisted to edit, if the character count 
in the edited page and the original only differs by a certain threshold...
