Perhaps it's better to create a page about your changes in the MOinMoin
wiki and attache the patch there (but that's more or less my personal
taste).

twisted is a python frame work containing lots of things. For details you
should ask Thomas Waldmann who developed the twisted support. AFAIK
MoinMoin runs multi threaded with in twisted although twisted prefers
single threaded applications.
