Admin tasks

Users forgetting passwords, accounts being reset and deleted, adding new
users from the command line (by batch), deleting (or zipping offline)
backup pages older than XXX, baking a static HTML version of Moin, etc.
These are all tasks that an administrator might want to do. Now, there
might be a better way to do this, but to reset a user account I go into
the user pickle file and delete the lines of the user I want to remove!
Why don't we add an "admin" directory to moin, with a simple command
line interface so that we can do all of the above tasks easily. e.g.
~nick> moin_admin
Moin> user.delete("JohnDoe")
Are you sure? Y
User deleted.
Moin> user.create("JoeBloggs", "password")
JoeBloggs created
Moin> user.list()
Etc.
We could add a script to the "admin" directory with tasks grouped
appropriately. E.g. admin/user contains functions "delete" and "create".
