Summary: UserPreferences: can create w/o pwd, but then can't login

Initial Comment:
It's possible to create a user profile without a password,
but once the user logs out or otherwise loses their
cookie, the only way to get back in to that user profile
is to have account info emailed. If the option to email
account info is disabled, the user is screwed. Allowing
the creation of a profile that can never be used again is
a bug. Either passwords should be required when
profiles are created, or login without passwords should
be allowed. Ideally, this would be a site option.
